&lt;p&gt;During last night’s public meeting, board members voted 3-2 against setting a specific date on closure.&lt;/p&gt;
&lt;p&gt;Earlier this year, the school board decided to close the junior high due to declining enrollment and economics.  The recommendation under consideration was to lock the doors at the end of this school year and send seventh-graders to the elementary school and eighth-graders to the high school in the fall.&lt;/p&gt;
&lt;p&gt;While the recommendation was turned down, School Board President Don Ebert says the issue could be taken up again at a later time.&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;Orofino School Board President Don Ebert comments.&lt;/strong&gt;&lt;/p&gt;

&lt;p&gt;School district officials say closing the junior high will save the district approximately $200,000 a year, though a number of patrons in attendance questioned that figure and called for more cost analysis.&lt;/p&gt;
&lt;p&gt;The long-term plan is to have students in grades 7-12 at the high school.  Right now, there isn’t room for both grades at the high school, but plans are in the works to expand those facilities.&lt;/p&gt;
&lt;p&gt;A work group is evaluating building plans for additional classrooms at Orofino High School and Timberline High School in Weippe.&lt;/p&gt;

&lt;p&gt;The Joint Finance-Appropriations Committee on Tuesday agreed on a budget that proposes spending roughly $377.7 million on the University of Idaho, Idaho State University, Boise State University and Lewis-Clark State College.&lt;/p&gt;

&lt;p&gt;Felony charges have been filed against three Lewiston men for allegedly vandalizing ancient Indian pictographs near Hells Gate State Park.&lt;/p&gt;
&lt;p&gt;According to the Nez Perce County Sheriff’s Office, Freddie Bernal, 19, Tyler Carlson, 21, and Jerad Bovencamp, 22, have been charged with malicious injury to property for spray-painting graffiti on animal figure and geometric pictographs on the basalt wall.&lt;/p&gt;
&lt;p&gt;Nez Perce County Chief Deputy Alan Johnson says investigators received a tip that led to the suspects.&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;NPC Chief Deputy Alan Johnson talks about what led to the arrests.&lt;/strong&gt;&lt;/p&gt;

&lt;p&gt;Although the case remains open, no other suspects or arrests are expected at this time.&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;Johnson explains where the charges stand.&lt;/strong&gt;&lt;/p&gt;

&lt;p&gt;Many of the pictographs are believed to be  2,500 years old.  The damage violates the federal Archaeological Resources Protection Act of 1979.&lt;/p&gt;
&lt;p&gt;The charges each carry a 1- to 5-year prison sentence and a fine of up to $1,000.&lt;/p&gt;

&lt;p&gt;The 13th ranked Warriors are 26-5 overall and are coming off an impressive 69-39 opening round win over Montana Western on Wednesday night.&lt;/p&gt;
&lt;p&gt;The Orediggers are 19-8 following their opening round 82-69 win over Rocky Mountain College in Butte.&lt;/p&gt;
&lt;p&gt;Tech swept the Warriors during the regular season and LC head coach Brian Orr says there will be alterations to the gameplan when the teams meet Saturday night, especially on the defensive end.&lt;/p&gt;

&lt;p&gt;Local celebrities, legislators and volunteers from the community are visiting classrooms throughout the state to read Dr. Seuss classics to kids.  Eisenberger says that kind of mentoring can get a child hooked on reading.&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;Eisenberger says mentoring opens schools to the community.&lt;/strong&gt;&lt;/p&gt;

&lt;p&gt;Some school cafeterias are even serving up green eggs and ham this week for lunch, as a salute to Dr. Seuss.&lt;/p&gt;

&lt;p&gt;Jamie Swift with the state Employment Security Department says the largest number of seasonally adjusted job gains occurred in retail trade, educational and health services, construction, leisure and hospitality, professional and business services, manufacturing, information, wholesale trade, and aerospace and parts manufacturing.&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;ESD’s Jamie Swift comments on adding jobs in  January.&lt;/strong&gt;&lt;/p&gt;

&lt;p&gt;Industries that shed jobs in January included transportation, warehousing and utilities, and other services.&lt;/p&gt;
&lt;p&gt;Year over year, Washington had 107,800 fewer jobs in January 2010 than in January 2009, a 3.7 percent decrease.   Nationally, employment declined by 3 percent over the past year.&lt;/p&gt;

&lt;p&gt;The most common suggestions were related to increasing energy efficiency in state buildings, including the newly renovated Capitol.    Other suggestions included consolidating agencies to eliminate duplication of services, initiating a zero-base budget review, promoting green industries, consolidating state agency fleets, and allowing state employees to telecommute – all of which have been implemented or are before the Legislature for approval.&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;Gov. Otter says all ideas are being looked at.&lt;/strong&gt;&lt;/p&gt;

&lt;p&gt;Everyone that submitted an idea for review and included their contact information received a response back from the governor’s office.&lt;/p&gt;

		<description><![CDATA[Elk populations in the Lolo Zone east of Kooskia have declined by more than half since 2006.
According to results from recently concluded aerial surveys of the region by the Idaho Department of Fish and Game, elk populations declined by 57 percent zone-wide compared to the previous survey conducted 4 years ago.

&lt;p&gt;According to results from recently concluded aerial surveys of the region by the Idaho Department of Fish and Game, elk populations declined by 57 percent zone-wide compared to the previous survey conducted 4 years ago.&lt;/p&gt;
&lt;p&gt;IDFG’s Jay Crenshaw says the zone encompasses Big Game Management Units 10 and 12.&lt;/p&gt;

&lt;p&gt;The greatest declines were observed in numbers of cows, calves , and spike bulls. Overall, bull numbers zone-wide were down, with a shift in bull numbers to older animals.&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;Crenshaw talks about how elk numbers have declined over the past 20 years.&lt;/strong&gt;&lt;/p&gt;

&lt;p&gt;The survey information mirrors results from ongoing research being conducted in the Lolo Zone that shows survival of radio-collared adult elk and six-month-old calves has been poor.  Modeling efforts based on research survival data estimate declines of 11 to 15 percent annually.  Crenshaw says appropriate management options in response to the latest survey data are being explored.&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;Crenshaw says IDFG is looking at what there next step might be.&lt;/strong&gt;&lt;/p&gt;

&lt;p&gt;The Senate Transportation Committee unanimously approved a bill on Thursday  that would give police officers the power to pull over drivers suspected of sending texts from behind the wheel.   Offenders could be convicted of a misdemeanor punishable by up to 90 days in the county jail and a fine up to $300.&lt;/p&gt;
&lt;p&gt;Sen. John McGee, R-Caldwell, the bill’s chief sponsor, says lawmakers must do something about a growing practice he considers as dangerous as driving under the influence of alcohol.&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;Sen. John McGee discusses the dangers of texting while driving.&lt;/strong&gt;&lt;/p&gt;

&lt;p&gt;Existing Idaho law makes inattentive driving a misdemeanor. That statute gives police officers the authority to stop motorists suspected of texting behind the wheel, but experts say it’s rarely used to crack down on drivers tapping out messages on their cell phones.&lt;/p&gt;
&lt;p&gt;To support his case for the ban, McGee points to university studies that showed motorists who divide their attention with texting significantly heightens the risk of traffic accidents.&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;Sen. McGee provides statistics from studies on texting from behind the wheel.&lt;/strong&gt;&lt;/p&gt;

&lt;p&gt;Momentum for the bill comes after two fatal texting-related accidents and a growing number of states that are enacting similar laws. At least 19 other states have already made texting behind the wheel illegal, including 12 in 2009. Fifteen states have laws similar to the one proposed in the Idaho Legislature.&lt;/p&gt;
&lt;p&gt;Some states, such as Washington, only allow officers to go after texting if the driver commits another traffic violation.  Washington lawmakers are now considering strengthening their law. (AP)&lt;/p&gt;

&lt;p&gt;The state would also keep a list of animal shelters, though Corder said the state wouldn’t license shelters.&lt;/p&gt;
&lt;p&gt;Both the Idaho Dairymen’s Association and the Humane Society, which often disagree on animal issues, support the changes.  The Humane Society says Idaho currently ranks 49th out of 50 on its humane state rankings, but that score should increase if Corder’s bill becomes a law. (Idaho Reporter)&lt;/p&gt;

&lt;p&gt;While presenting the Annual Consumer Report during a news conference in Boise on Tuesday, Attorney General Lawrence Wasden said Idahoans filed 1,896 complaints with the AG’s office in 2009 – of those, 353 complaints dealt with mortgage modification.&lt;/p&gt;

&lt;p&gt;The top five categories in terms of complaints were mortgage modification, cable/satellite television, motor vehicles, mortgage lenders/loans, and Internet.  The attorney general’s consumer protection division brought in a record $44 million  for Idaho consumers and the state last year.&lt;/p&gt;
&lt;p&gt;Meanwhile, the attorney general and his staff aren’t immune from shrinking budgets facing all state departments due to lower tax revenues.   However, Wasden says lower funding levels will not keep his office from doing its job.&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;Wasden says budget cuts will not compromise his office’s responsibilities.&lt;/strong&gt;&lt;/p&gt;

&lt;p&gt;Wasden said his office is meeting a tighter budget in part by having more vacant job positions and increasing unpaid furloughs for employees.   Workers are taking 13 furloughs during the current fiscal year, which ends June 30. (Idaho Reporter.com)&lt;/p&gt;

&lt;p&gt;Also named with Thomas to succeed Brad Bartel as president at Fort Lewis are Elizabeth Grobsmith, provost and vice president for academic affairs at Northern Arizona University, and Kent Tingey, vice president for advancement at Idaho State University.&lt;/p&gt;
&lt;p&gt;The candidates are scheduled to visit Fort Lewis’ campus in Durango this week and next.  Trustees plan to choose a president by the end of March.&lt;/p&gt;
&lt;p&gt;Fort Lewis College is an NCAA Division II school.&lt;/p&gt;

&lt;p&gt;Oil prices rallied this week, ending today’s trading at $79.81 a barrel.  Oil futures closed the session up 0.9 percent, on the heels of a stronger dollar and the Federal Reserve’s move to raise its discount rate.  The finishing price is up from near $71 a barrel just 13 days ago.&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;Carlson comments on the volatility of oil prices.&lt;/strong&gt;&lt;/p&gt;

&lt;p&gt;In terms of demand forecasts, which have been slightly mixed, Carlson says overall there does not appear to be any dramatic improvements on the horizon.&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;Carlson says it’s tough to see big changes anytime soon.&lt;/strong&gt;&lt;/p&gt;

&lt;p&gt;Idaho’s $2.71 a gallon price is the 12th-highest in the nation.  The highest prices are in Hawaii at $3.44 a gallon; Alaska, $3.32; and California, $2.92.  The lowest prices have been recorded in Missouri, at $2.39; Oklahoma, $2.44; and Texas and South Carolina, each at $2.47.&lt;/p&gt;
&lt;p&gt;Washington’s prices average $2.82; Oregon, $2.73; and Montana, $2.66.&lt;/p&gt;

&lt;p&gt;The Pulp and Paperboard segment had operating income of $56.4 million, compared to $1.7 million a year prior, and registered $173.6 million in net sales.   Jones says the segment was strong, even excluding the impact of tax credits for alternative fuel mixture.&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;Jones discusses the Pulp and Paperboard segment.&lt;/strong&gt;&lt;/p&gt;

&lt;p&gt;The operating loss in the Wood Products segment for the quarter was $3.5 million.   However, $20 million  in net sales made it a stronger showing than the $4.2 million loss in the 3rd quarter, and the $4.8 million  loss in the 4th quarter of 2008.&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;Jones comments on the Wood Products 4th quarter report.&lt;/strong&gt;&lt;/p&gt;

&lt;p&gt;Clearwater Paper also announced plans to expand the company’s Consumer Products business, starting with the construction of a new converting facility in the Southeast U.S.   The new $30 million facility is expected to be completed in the second quarter of 2011.&lt;/p&gt;

&lt;p&gt;Since the start of league play, LC has seen several games slip away in the final minutes.&lt;/p&gt;
&lt;p&gt;LC head coach Tim Walker says the focus this week has been centered around end of game scenarios.&lt;/p&gt;

&lt;p&gt;The money is part of the $150 million Bank of America will spend nationwide on foreclosure relief.  It comes from a landmark settlement that Washington Attorney General Rob McKenna and five of his state attorney general colleagues negotiated in October 2008 concerning the unfair lending practices of Countrywide Financial, which Bank of America acquired in June 2008.&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;Washington Attorney General Rob McKenna on how the $1.8 million in foreclosure prevention funds will be used. &lt;/strong&gt;&lt;/p&gt;
&lt;p&gt;McKenna noted that the relief arrives on the heels of a new report by state  attorneys general and banking regulators that predicts a rising tide of delinquent home mortgages.&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;McKenna explains that homeowners are not out of the woods. &lt;/strong&gt;&lt;/p&gt;
&lt;p&gt;Under its agreement with Washington and 39 other states, Bank of America also agreed to modify loan terms for qualifying Countrywide subprime borrowers.&lt;/p&gt;
&lt;p&gt;The most recent statistics show that as of September 2009, 2,295 Washington borrowers have received modifications with expected savings of more than $37.7 million in principle and interest payments. Ultimately, nearly 10,000 Washington homeowners are expected to receive about $200 million in loan payment relief.&lt;/p&gt;
&lt;p&gt;In addition, Washington residents have received $500,000 in relocation assistance.&lt;/p&gt;
